(1459, ¿Southwark?, cerca de Londres, Inglaterra–oct. 1521, Westenhanger, Kent).

Militar y administrador inglés. Partidario de Enrique Tudor (con posterioridad Enrique VII), fue lord diputado en Irlanda (1494–95), donde promulgó disposiciones legislativas ("leyes de Poynings) que aplicaron a Irlanda todas las leyes públicas inglesas y exigieron que cada ley del Parlamento irlandés fuera aprobada por el rey y el consejo privado del monarca.
